A Brief Report on the Second General Assembly of
The Chinese Socialist Democratic Party

On March 17th and 18th, 2007, the Chinese Socialist Democratic Party held the Second General Assembly at Lincoln Hotel in Los Angeles, California, the U.S.A. Coming from all parts of the world including Europe, Taiwan, Hong Kong and all major cities in the U.S, 63 representatives attended the two-day general assembly meetings, representing over 2,000 party members worldwide.
Concerned of the safeties of the party members in the mainland China, they were not required to attend this meeting publicly or in any other form that could potentially expose their identities. Also in attendance were some of the major Chinese democratic oversea groups such as Chinese Democracy United Alliance (中国民主团结联盟), Chinese Democracy Frontline (民主中国阵线), Chinese Democracy United Frontline (中国民主联合阵线), and Chinese Democratic Party in exile Headquarter. (中国民主党流亡总部). In addition, the leadership of Chinese Constitutional Group (中国宪政协进会) including Fei Xue, Liangyong Fei, Muchen Lin,Wenli Xu, Renhua Wu attended the assembly for congratulations. Other groups such as Chinese Anti-political Prosecution Alliance, American-West Asylum Group, Chinese Republic Party, Bashu Alliance group, Falun Gong , and Zhong Gong also sent representatives to the assembly. Furthermore, there were more than one hundred letters and email received wishing the assembly to be successful.
The General Assembly was hosted by Yingquan Liu. The party leadership Guokai Liu gave the political address titled “the State of CCP Regime, China and the Duty of Chinese Socialist Democratic Pioneers”. This report addressed the unique strategy utilized by the current CCP leaders, pointing out that these constructive plans were only effective to a limited extent due in large part to the corruptions of its own government. In the report, Liu also pointed out the duties as a Chinese Socialist Democratic pioneer, not only to end the Chinese Communist fascist and totalitarian one-party dictatorship but also re-cultivate and rejuvenate the values of life and morality.
Secretary of International Connection Yanfeng Liu made his report. He pointed out that internationalism was one of the most important features of the Socialist Democracy movement, which is what makes the Chinese Socialist Democratic Party so different from the others. This reports covered the party delegation visiting Socialist Democratic parties in Sweden, Netherlands, France and Germany in May 2006. Liu also helped contact the representatives for the Second General Assembly and read the letters sent from Socialist Democratic parties in Sweden, Netherlands and others.
William Mei, Minister of Socialist Research Department and Economic Department, made the report “the Society and Economy of mainland China”. Mei pointed out that China had completed the transition from a society that’s pursuing a political philosophy to a society that had none. It’s lost its morality and religious belief, which are essential in a healthily growing society. Not only that the wealth is extremely unequally distributed, the government has not the ability to solve the increasingly intense problems, but also that the people had lost their trust in the central government. The report detailed the corruption of state-owned industries, the condition of the social security system, the disadvantage of the medical system, education system and economic system. In the end, Mei made12 suggestions and 8 points in regards of the directions of the party plans. And he advocated the party stick to the side of the people, and sought the plan that would benefit the most to the people in terms of financial gains and democratic lifestyle.
Minister of Organization Hexiang Bian made the report “keep conscious of the goal, work steadily toward it”. He reviewed the development of the Chinese Socialist Democratic party since it was founded in 2000, briefing the situations both in China and overseas. Moreover, he made a number of positive suggestions that would help improve the guidance of future plans.
Minster of Finance Zhihui Chen made his financial report. This report briefed the hardships the party had been through since the day it was founded. It publicized the expenses of the party activities and collected dues. The number has already proven the excellent sacrifice spirit of the party members. Under the harsh financial condition, he pointed out that the party had organized many activities and expand its influence and would strengthen itself even more in the future.
The reports from Minister of Advertising Qigan Lin and Party Secretary Dengwen Cai both addressed the issue on how to more efficiently spread the ideology of socialist democracy. Often times Lin does not sleep until midnight or even later because he’s always been carefully moderating the party website. He’s concluded the advertising plan in simply words: specification, generalization, consistency and subtlety. He’s called upon all the party members to spread the socialist democratic ideas, and tried to attract more members in the party.
Secretary of Northern Europe party headquarters made the report “During the Cultural Revolution, the Massacre by the Guangxi Military and Conservative Power.” This report, an effort to tell the truth that has been obliterated and distorted by the Chinese Communist Party, was an eye-opening experience for the audience as it learned for the first time how ruthlessly and brutally the Guangxi Military and the local authorities aligned with the CCP’s establishment crushed emergent democratic movement in the Province of Guangxi.
Veteran Guoting Zhang from Chinese Democratic movement also made his speech “The importance, mean and effect of the propaganda directing at the mainland China”. Zhang’s sincere and humorous style brought the audiences into a deep thinking as well a blast of laughers.
In the assembly, Zhou Chen, Huifan Chen, Zheng Yang, Ming Wang, Hu Fu, Guojiang Feng and etc made their speeches as well.
In regarding of the party constitution, it shows further spirit of democracy. The constitution states that the party president can only serve one term when the party is legalized in mainland China.
During this assembly, the party central council elected Guikai Liu as the president of the council. Nominated by Liu, the party council reelected Yingquan Liu as the secretary of the central council, Yanfeng Zhou, Dengwen Cai, William Mei as the executive councilors. Abide by the constitution, Liu re-assigned the ministers of all department and other positions.
The general assembly reviewed the letter that will be sent to the CCP central council and the president Hu. This publicized letter ,on one hand ,criticizes the crime CCP party had committed to its people; on the other hand, points out that the current leadership are not directly responsible for these crimes. On the basis of this idea, self-correctness is the only way out for the CCP leaderships.
This assembly explained the meanings of the party flag. In the middle, the color blue means sky, symbolizing freedom; white means cloud, symbolizing justice; green means steppe, symbolizing prosperity; yellow means earth, symbolizing democracy; red means sunshine, symbolizing love. The party flag parallels the sky, cloud, steppe and earth shone by the sun, meaning the justice in a free society; the prosperity in a democratic state, and all these are sitting in the womb of compassion.
The assembly also explained the party’s song. The party’s song borrows much of its theme from the famous song International, refilling the chorus of the original song with socialist democratic ideas. The assembly pointed out the CCP which had adopted the song International which now is resentful to the idea. CCP leaders had revealed their masks as the representatives of the people which indeed a group of people who exploit off the people.
The journal director of Chinese Affair, Wu Fan provided technical support for the success of this meeting. He utilized advanced PC programs to enable the people around the world to hear the meeting as the same pace. This drastically improved the influence of this assembly.
The assembly was successful although a bit of difficulty was met in the beginning. On March 16th, east coast was hit by storms. Due to the terrible weather, the Kennedy airport called 218 flights which included many of our party members such as Guokai Liu, Yanfeng Zhou and others. President Liu never gave up during the whole time, he waited 18 hours until the flight is resumed and didn’t have lunch for that 18 hours. Finally he arrived at the assembly room by noon march 17th.
During the time of delay, Secretary Yingquan Liu had the situation under control. He gave an introduction of the current state of the party and the preparation work of this assembly. Also he explained the reason of delay to the members and kept the people fresh and not disrupted by the emergency situation.
The assembly ended with the party’s song. Under the lead of Yanfeng Zhou, who’s graduated from art school, all party members stood up and sang the song energetically. The melody can be heard from outside the meeting room, foreshadowing the bright future of the Chinese Socialist Party.
This second general assembly is an important milestone in the history of the development of Chinese Socialist Democratic Party. This shows that, among all Chinese political parties, Chinese Socialist Party stand out as the most clear, systematic party in theory. In terms of organization, it is rapidly growing and is complete and competent. Although CSD is still only a seed of future democracy, it does follow the tide of the history. The philosophy does potentially have a magnetic attraction to the public, have aspects of idealism and sacrifice spirit. It’s inevitable that the flag of Chinese Socialist Party will be planted in the mainland China and fly the direction where freedom and democracy is pointing at.
